A. Introduction
Dai Hung (Big Bear) Field is the offshore oilfield of Socialist Republic of Viet Nam – Block 5.1a, which locates 240 km south east of Vung Tau and operated by PVEP POC (Petro Vietnam Domestic Exploration Production Operating Company Limited).
The Field facilities consist of:
- FPU (Floating Production Unit) Dai Hung 1
- CALM ( Catenary Anchor Leg Mooring) Buoy
- WHP (Well Head Platform) Dai Hung 2
- FSO (Floating Storage Offloading) PVN Dai Hung Queen where crude oil is stored and offloaded to Export Tanker. This facility is connected to CALM buoy
- and a system of sub-pipelines connecting Facilities including gas pipe line from WHP Dai Hung 2 to WHP Thien Ung.

Defined by the Marine Exclusive Zone (MEZ) issued No 1616/CHHVN-ATANHH on 21 April, 2016 by Vietnam Marintime Administration/ Vietnam Ministry of Transportation. (See picture 1).

C. Recommendations for tankers approaching Dai Hung Field:
- 1. Contact Terminal from at least 10NM on CH VHF 06/ 16. Keep a safe distance at least 5 NM from MEZ and do not enter MEZ before getting permission from Terminal Authority to do so. Contact point (callsign): FPU Dai Hung 1..
- 2. A mooring team of 5 to 6 persons including Mooring Master will come on board Export Tanker for offloading operation. Before the team coming aboard, to save time for preparation the following should be ready:
- Pilot combination ladder on lee side (agreed with Marine Supervisor or Mooring Master); height: 1.5m over sea level.
- Ship’s starboard crane be ready to pick up the toolbox from Supply Boat. Crane runner must be connected by a stinger with safety latch hook (length: 2.0-3.0m, SWL 15T) and tag lines in case of bad weather.
- Oxygen analyzer: to check oxygen in loading tanks before offtake under the witness of Mooring Master or his delegate. Be sure Oxygen content in tanks < 8% by volume.
- On Forecastle: A winch barrel with direct lead to the chain stopper to be empty. Just a short messenger 24-36mm x 30-50m to be connected to winch drum. 1 crowbar, 1 hammer, 1 grapnnel with 20m x 10mm to be ready to pick up the hawser’s messenger.
- At manifold: Staboard 16” flange (ANSI 150) to be ready. Aft maindeck winch (in front of accomodation) shall be empty and a messenger line to be deployed as sketch below (see picture 2).
- On poop deck: Aft poop deck windlass, 2 heaving lines, 1 chain stopper, 1 plier, 1 crowbar, 1 hammer must be ready for picking up towing pendant wire.
- Ship’s propeller is fully submerged with trim by the stern < 0.015 x LOA m.
- Prepare 1 nominated tank for flushing water from FSO: at the commencement and completion of loading, approximate 80m3 of water to be discharged to Export tanker to clear the oil content in the floating hose system.
- 3. In case of bad weather and request of deviation is granted, the pilot boarding ground is Mui Vung Tau (10°15’N; 107°05’E). Please contact Vung Tau Port Control on VHF 16/09 from distance 24NM, 12 NM, 6 NM to the POB point for more information and instructions.
