RUBY field – Block 01 & 02 offshore Vietnam

A. Introduction

The Ruby Oil Field, which is currently operated by PVEP (Petro Vietnam Exploration and Production) is located in Blocks 01 & 02 offshore of the Socialist Republic of Vietnam, approximately 155 km north-east of Vung Tau. This Oil field consists of:

  • Platforms:
    • RBDP – A: 10°23’00.53”N ; 108°29’23.11”E
    • RBDP – B: 10°24’16.863”N ; 108°30’29.726”E

RUBY MARINE EXCLUSIVE ZONE (MEZ):

Is the restricted area of maritime shipping activities for Ruby Oilfield. It was bordered by polygon with coordinates of vertexes as:

B. FPSO RUBY II – PARTICULARS and GENERAL INFORMATION:

FPSO RUBY II is fixed with External Bow Turret Mooring which is permanently anchored at 2000m Eastern of platform RBDP-A. The FPSO is a converted from Crude Oil Tanker 100,024 DWT.

The FPSO is continually receiving crude oil from platforms through multi-pipelines and product risers for processing then storage onboard. Total crude oil storage capacity of FPSO is 600,000 barrels with maximum processing capacity of 45,000 barrels/day. The mooring system is of tandem configuration and capable of handling offtake tankers ranging from 60,000 up to 110,000 DWT (Aframax size).

Tandem berthing performed with the FPSO by utilization of a mooring hawser and chafe chain assembly configuration of 200 tons SWL. Crude oil is offloaded by means of a 270 m x 16” floating export hose with manifold connection of 150# ANSI calm-lock at the tanker’s end.

C. RECCOMMENDATIONS FOR TANKER APPROACHING RUBY TERMINAL FOR OFFLOADING:

  • Contact Terminal on channel VHF 08/ 10 at least 10NM away from Terminal. FPSO’s call sign: RUBY II CCR.
  • Without Mooring Master on board, Tanker should not enter MEZ and keep a safe distance not less than 2 NM from any installations listed in part A.
  • A team 5 persons will come on board tanker for offtake operation. The followings should be prepared:
    • Combination ladder on the lee side (agrreed between Operation Supervisor or Mooring Master). Height: 1.5m above water level.
    • Ship’s crane to pick up Terminal toolbox. Crane runner must be connected by a stinger/ extender (2.0 – 3.0m) with a safety latch hook and tag lines.
    • Oxygen analyzer: to check oxygen content in loading tanks under witness of Mooring Master and/or his delegate.
    • Deployment of Tanker’s messenger 24 – 36mm x 200m as sketch below for Semi-boatless hose transfer. The Aft main deck windlass (Aft spring winch)’s drum must be empty and ready to heave.
    • On Forecastle: winch drum with direct lead to 76mm Bow chain stopper must be empty. Just a short messenger 24 – 36mm x 50m to be connected to winch drum. 1 crow, 1 hammer to be ready.
    • On poop deck: 2 heaving lines, 1 crow bar, 1 hammer, 1 pliers, 1 chain stopper ready to pick up the Tug’s wire pendant.
  • In bad weather and tanker is requested to deviate to Vung Tau for lifting team embarkation, the pilot boarding ground is Mui Vung Tau (10°15’N; 107°05’E). Please contact Vung Tau Port Control on VHF 16/ 09 at distance 24NM, 12NM, 6NM for more information and instructions.
